Projects:

Tim has completed the following projects from 2019-2025. He has worked in a technical position on each project through his organizational role as either a Product Manager, Project Manager, or Sr. Program Manager.

Tim in The Bahamas for a technical training assignment with the Ministry of Social Services and Urban Development Team as part of Project #5 listed below.

#1 — 2024-2025 French Polynesia — Remote Sensing Program for Coral Reef Conservation

Tim and his project co-lead Chris Hull developed, tested, and trained users on a new remote sensing methodology for the French Government’s coral reef conservation work (via The CRIOBE Lab) in French Polynesia. More details are provided in the interview here (Interview Starts at 2:30).

#2 — 2023-2025Moldova Early Warning Software

As Sr. Program Manager at Helvetas, Tim managed 3 direct reports and the creation of the Early Warning System in the Stefan Voda District, Moldova. The system, employed by the General Inspectorate for Emergency Situations (GIES), provides alerts of impending natural disasters such as earthquakes and floods. The system has 100+ users and was launched nationally in October 2024. After deployment in Stefan Voda, Tim worked with the team to customize the system for launch in 3 additional administrative districts of Moldova. An overview of the project can be found here.

#3 — 2023-2025Vietnam Sustainable Agriculture Market Systems

As Sr. Program Manager at Helvetas, Tim managed 5 direct reports and the development of a job training platform for vulnerable communities living in the immediate vicinity of 13 national parks and who were previously involved in the illegal poaching/logging trade. 3,000+ people were trained on alternative agricultural practices such as honey, coffee, wine, and peanut production, and 2,000+ people were placed in new jobs that at least doubled their previous income. Tim also rolled out remote sensing monitoring technology.

#4 — 2023-2025Bangladesh AI-Assisted Agrifood Job Training Platform

As Sr. Program Manager at Helvetas, Tim managed 7 direct reports and the creation of an AI-assisted job training platform. The platform identified highly vulnerable communities in Bangladesh, reduced training time from 21 to 4 days, and placed certified trainees in high-demand jobs at agrifood companies. Almost all trainees were previously unemployed hence maximizing both company and social impact. 5,000+ people were trained using the platform and 4,000+ were hired by agrifood companies. #5 — 2022-2023The Bahamas National Social Protection System

As Product Manager at Synergy, Tim directed the expansion of the national social protection software to 15 new islands. The system provides digital cash transfers and social service vouchers (education, food, etc.) to those in the most need. He worked with the Government of The Bahamas to understand and design new product features, worked with his engineering team of 10+ team members to develop the features, and oversaw the launch. #6 — 2022-2023Moldova Undisclosed

As Product Manager at Synergy, Tim worked on a US Government project. Specific details can not be disclosed.

#7 — 2022-2023Seychelles / St. Vincent and The Grenadines National Social Protection System

As Product Manager at Synergy, Tim wrote the national social protection strategy alongside the Ministers of Social Protection, and designed the software based on his needs assessment. Both of these systems were developed and launched after Tim departed for Helvetas Swiss Intercooperation. Both systems are now live and support over 30,000 users.

#8 — 2021-2023Barbados National Social Protection System

As Product Manager at Synergy, Tim customized and deployed the national social protection software. He led the Government of Barbados through a streamlining exercise on their anti-poverty programs, optimizing 150+ programs into 20.

#9 — 2019-2023Armenia National Wholesale Energy System

As Project and then Product Manager at Synergy, Tim developed the liberalized wholesale energy market in Armenia. Wrote legislation and designed trading/investment technology similar to Robinhood. From 2022-2024 there was a 1,500%+ increase in investment in renewable energy in Armenia facilitated through this system.

Tim’s work on project #8 forms the foundation of his PhD at the University of Oxford


#10 — 2019-2022Liberia Cloud-Based Digital Intelligence Platform

First as Project Manager and then after a promotion to Team Leader, created digital intelligence platform for US Government / Liberian Government decision making. Platform was used to track and forecast key intelligence such as COVID-19 outbreaks, health supply chain failures, and social unrest. Developed and managed product pipeline, worked with team of 9+ engineers to deliver features, and spent over a month in Liberia training system administrators on use of the platform. Platform was used to distribute COVID-19 vaccines.

#11 — 2019-2021Afghanistan Undisclosed

As Project and then Product Manager at Synergy, Tim worked on a US Government project. Specific details can not be disclosed.

Asha For Education

From 2016-2019 Tim helped lead Asha For Education at Stanford University. One of the efforts Tim worked on was a funding expansion of the Shanti Bhavan School in Bangalore, India.

In 2017, Netflix made a documentary about The Shanti Bhavan School called “Daughters of Destiny”. Tim hosted a premiere event in Washington DC.

Tim served as the Project Leader for the Shanti Bhavan School in charge of managing Asha’s role in school infrastructure expansion. He helped lead Asha’s education efforts throughout India through supporting the grants portfolio.  The Bay Area branch of Asha had a focus on gender equality in schools throughout the country and sought to fund programs working to improve female education attainment.
